Buying a house which is build on land shamilat deh hasbi rasad

I want to buy a house which is build on the land titled shamilat deh hasbi rasad rukba mazroua my question to you is that
1) the land is equivalent to milkiyati land
2) can we register the said property in the Court of law
3) can we proceed to buy this property and this is legally alright.......look into this matter.
