My neighbor is pressurising me for giving road from my land

I own a land (L1) and this land is having direct access to main road. My land is around 150 meter long. On my lands left side I have 2 neighbors (land L2 and L3). Land L2 which also have access to road and it's mahar vatan land which is having multiple owners and it's length is 50meter. Land L3 is owned by another owner who is from my long relation and his land length is 100 meters. As I stated both L2 and L3 lands are on left side of my land. Now Land L3 owner is having his home and agriculture land in same plot. As land L2 is of mahar vatan he feels that he will not get road from the same land hence he is pressurising me for giving 10 ft road of 50 meter long from my land for which he is ready to pay or give me equivalent amount land somewhere else. My plot where I also have home and agriculture land. Based on my home structure I left only 10 ft land on back side of my home. Hence I can not give land for road to L2 owner. Land L2 owner is pressurising me by calling local political leaders or gramshevak or circle for convincing me.
Based on plot layout I stated above, do you think legally land L2 owner is eligible to get road from my land as per easement act?
Also he can think of other alternatives for getting a road of his own neighbors but that road will be longest road forbl him and also his that neighbor is politically strong party.
Please guide me legally here so that I will take further step.
