You can lodge complaint under Section 406 of Indian Penal Code. It is a streedhana and your grandfather has no right to retain such jewelry with him. If you go for civil case it may be delayed.

You have to establish that there was existing access road to your land which was recently closed by neighbors. Further, you have to establish that it was in existence from time immemorial. It is called easementary right. On those grounds you can approach a Civil Court and get favourable order.
