You have fallen victim to a scam. Ignore them and do not pay anything more. File a complaint for cheating and fraud under Sections 415 and 420 IPC.

There are several factors to consider in this case, and we cannot predict what the Judges will decree; it depends on the arguments put forward by both sides, the balance of convenience to either party, and the Judges' personal experience with the matter.
The farmers have a right to be compensated for the lands that the gave up to the Government.
