You have to read the company policies carefully. If any clause relating to refund is not mentioned then you can send them a legal notice for return of the fee amount.

A. how you came to know about this company , was there any contract signed between both of you about this kind of target . if no than this is totally a fraud company. send the link of company and location of company. it seems to be givining threat that if you want job than you have to pay this huge amount, and also talk to your colleagues that whether they have also face this same problem or not or company is targeting you only.
