Property buying from Lower Caste Property buying from Lower Caste

Respected lawyers,
I am from tamilnadu. My relative had brought a 3 acre land from a Lower caste person for money with mutual concern as he had no land and to avoid dwelling in poverty.
After around 23 years of hardwork in that land he lives from the incomes of the land by doing agriculture. But presently , the government is planning to build construction in that land for its purposes. As we have no patta, they are telling they are going to capture that land for its purposes.
My relative doesn't have any resource in other areas and he is the only bread winner of that family....I cannot imagine what they are going to do for living without that land.
I know it's illegal to purchase government land from a Lower person and It's been around more than 20 years from purchase and the person who sold the land is no more.
I request you to give me some legal advice on this matter...I cannot help him financially but atleast I want help him in some way to finish this issue in a good way to either by a pardon or penalty from government.

A.Hi client,
As your relative is staying there for 23 years, there is a chance of getting a possession. It's better that you collect all the documents related to the land. Have a mutual conversation with the authorities. It might help. Or else he has to go for temporary injunctions .
