Property taxes and other bills in dads name but not the property

Our house is under my late grandfathers name and The property taxes, electric and water bills all under my dad name . He has been maintaining that for more than 15 years now. Shall we just leave it or what is needed to get property registered to my dads name with these details.

A.Apply for mutation of such property and the property will be in the name of your father.
