Private road

We have a private road ,and we allow our neighbours to use it ,now one our neighbours are building a house in their land,now they want to take loan for building house ,they say that if the road for their home is a private road thaey will not be able to take loan.Now they are saying us to 'give our private road to government' .what I can do ?

A.why you have to give private property to government for them.
ask them to pay for road.
their property dont have any other access ?
