How to buy Agricultural land SC cast

Dear sir,
I am maruthi from Tumkur, am planning to buy agricultural land from one of my village person he belongs to SC cast. From Govt 4 acr land granted to him he wants to sell out of that 2acr to me please guide me how can I go ahead.
What and all documents i need to take for this and will I able to get loan for this.
