builder not providing individuals electric connection and meter

i have purchase a flat from builder in 2017 , from then he is not provide individual electric connection, building has only electric meter of builders name, building has five floor we only two flat members are living in building, what to do for getting individual meter of my name.

A.If all flats are not sold since 2017 then there is problem which you not disclosed.

A.What you have is temporary meter for which builder will not pay in end.
individual flat/floor have to apply electric meter.
a apartment needs lot of steps to get meters because usually all individual meters are installed in one step.
on ground floor, meters box have to be installed.
a transformer have to be installed (based on city)
electric line to be connected to building.
