A.Hello Sir
If you are living in a society then it's the duty of the society to repair the lift as it comes in essential services. Also your neighbour would also use the lift so they cannot say that they are not gonna pay for the same. You could pay for the repairs and divide the amount among you and if they doesn't pay then you could send them a legal notice to pay for the same.

A.Hello Sir/Ma'am
As the the lift is a common service which all the people living in the apartment use. It's not someone's personal property. It's the duty of the society to repair it and everyone living there must contribute for the same. If they are not cooperating then there is nothing you could legally do to make them pay for it. It would be suggested to solve the issue amicably.
