Construction cost not cleared by previous owner.

The apartment was purchased in a CGHS society after obtaining NOC. Then the society was under an Administrator for two years. Now management committee has formed and a demand for clearing old construction cost has been raised. Is it my duty to pay the construction cost when I was not the owner when the construction did occur? What are my rights if old cost is not yet cleared by the previous owner?
A.Dear Client, Check your sale/conveyance deed wherein there must be a clause which would have mentioned that all the previous expenses must be paid by the seller and expenses post the sale will be paid by you. Basis that clause you can ask the previous owner to pay the cost.
