How to apply for loan on undivided share of property?

I have a joint land with my sister,now we decide to make 3 floor building,Now it is under construction ,Hence i need few amount hence i decide to take home loan,But my sister not agreed to give her deed because she is financialy strong ,Verbally we agreed for floor wise partition. Now what to do for appllying home loan.

Unless the property is partitioned and the division is properly marked you can not go ahead with the loan if your sister is not giving her property papers. The bank will need a clear ownership rights to extend the loan on the property.
