Can I Install and do Pen Culture in my FTL 50 acres agriculture land

I have 50 acres agriculture land in almost middle of a Rural Village government 150 acres pond in Telangana. Local village fishery society people are already doing Fish culture in this village government pond and due to my land is in the middle of the pond , they are using my land also and i am unable to get anything out of their fish income.So, i have taken local district fishery department permission to establish fish Pen culture structure which will allow me to utilise my 50 acres agriculture land which is in the middle of the pond. All sides of this pen structure is installed with fishing nets so, there is no blockage in water flow and will be using my land for same purpose which villages were using without any benefit to me. Can I do this pen structure in my 50 acres FTL Agriculture land ??
You may approach the concerned experts and know the expert opinion and preferably you may consult local lawyers who are more acquainted with local laws.
Here I see two issues because of which you may not be able to go ahead with your plan they are;
1. Losses to the income of the other people which might be there due to your business and inconvenience caused to them.
2. Getting the approval from the Fishery department to start the culture.
