Cancellation of oral agreement and refund of advance token money procedure

I as a seller has made oral agreement of sale of immovable property over phone and WhatsApp and buyer agreed to pay the entire consideration later on after paying initial advance of 5% of the entire consideration . Now the buyer is not receiving the call and and delaying it . Now I as a seller want to cancel the oral agreement, do I need to sent a court notice or a general notice on stamp paper of cancellation the oral agreement or do I need to inform local police station.
