Govt employee as a witness for divorce case

My sister is in a process to file a divorce case for which 2 witnesses are needed.We approached our cousin brother to become a witness but he refused saying "I am a government employee,I am not allowed to become witness".Is it so? Can't he become witness. please clarify.
A.There is no sevice rules as such prohibiting a govt employee to become a witness in Court case if he is aware of any facts related to case or an eye witness of any incident relevant to a particular case.
So, Applicant of Divorce case may mention his name as witness in her divorce petition who will be called on by the Court for his examination and recording his statement as a witness .
