Can a divorce be filed where an ongoing DV case is on for 4 years? Can the DV be transferred from MM to family court where divorce petition is filed?

Divorce proceedings can be filed during domestic violence proceedings. If there's no scope of living together then rather than stretching the relationship you should file for contested divorce under the ground of cruelty. THE BOMBAY High Court has held that a Domestic Violence (DV) case can be transferred to the family court hearing the matrimonial dispute as both the cases arise out of “common and connected” issues and the transfer is required for the convenience of trial and to avoid any conflicting decisions. The court said that it was well settled that under Article 227 of the Constitution of India the High Court exercises supervisory jurisdiction both judicial as well as administrative over the Courts and Tribunals subordinate to this Court. Citing the case of Santosh Machindra Mulik v. Mohini Mithu Choudhari, the court ruled that the Family Court was empowered to hear a DV case as well, and transferred the case. DV case may be transferred to family court if such circular is there issued by High court but it is not possible in Bangalore. Further you can file divorce case during pendency of DV case.
