The executor of the Will has gone abroad for further studies. She has given me the power of attorney. Can I apply for probate?

A.At least first time appears before court then made POA before court if court accept then no issue if not then not possible

Thank you for your reply. My cousin passed away leaving a Will where my two children and I are the beneficiaries. The association of the building is giving me a run around for the NOC since March. I stayed in Mumbai for over a month waiting for the NOC. My lawyer in Mumbai has now suggested to probate the Will. My daughter who is the executor of the Will left for her studies abroad. But before leaving she made a special power of attorney. Could you please send me the procedural information? Thank you.
