Purchase of Flat

i am planning to buy a resale flat in noida. Builder has OC & CC but registry of the builder is stopped by noida authority due to some dues pending. As per builder and broker registry will start in another 3 Months time. Bank is also providing loan on this property. Kindly suggest whether to buy this property or not.
