chs permission issue

My falt is on the 1st floor, Mumbai, there is a gym under my home, roof the gym is extended in front of the window. I have attached a roof and safety grill in front of my window to cover the open area, for safety and security reasons and also garbage was been thrown in that area from top floors hence I attached the roof as well. I can't use that area in any possible way, my only purpose was to avoid the accumulation of garbage and for the safety and security of my family members. CHS gave verbal permission and now they are denying it and asking me to break it off. Do I have any grounds of legal precedence here?
