A. Hi,
This will not be a major issue so long as you also have other identification proof under the same names. If you wish to change your name, you will need to submit an affidavit in that regard and then publish it in the Gazette and your region's newspapers.

A. Hi,
While applying the “Income/Wealth Test” to determine creamy layer status of any candidate, income from the salaries and income from the agricultural land shall not be taken into account. Which further means that, salary is not to be taken into consideration in your case, since your father is government employee, however, income from other sources are to be considered. If your father's income from other sources is less than 8 lakhs then you are eligible for the certificate.

A. Hi,
If a total family income is less than 8 lakh per annum limit, the family is considered to be in non-creamy OBC category. That very family will be getting a certificate of OBC non-creamy layer.
you have to check the income of three consecutive years.

A. pay 4000 for what ?
first the company have to be genuine which are very less.
if company is genuine then they have right to recover any loss.
if company is fake then they will not file any case or do anything except harassment.
