A. Hi,
According to the law and the policy of the government, the amount will be determined at a market value of the land. Further it is their discretion.
If not satisfied, you can file a suit for more. And then it'll be the discretion of the court to decide the amount.

A. Since you have not mentioned which state that property is located so the rent control act or premises tenancy act of which state would be applicable is not clear. Nevertheless what is also important is to find out if the property has been rented on lease or license. What would also matter is if the rent will be guided within the periphery of the tenancy act or transfer of property act.

It is to add to your knowledge that If the transfer deed has not been executed yet, the property is your mother's only.
On her own desire, your mother can cancel the transfer deed and pay the loan on her own.
