A.Hi,
A suit can be filed against the seller for the specific performance of the contract, since the contract has been signed and your father has paid the amount for the purchase.

A.Hi,
You can definitely sue the seller if he refuses to do the registry of the said property in your father's favor. Legal notice can be sent to the seller and after the issue of the legal notice that if the Seller doesn't reply to your notice or if the reply notice is not satisfactory, then you can approach the Civil Court by filing a Suit for Specific Performance of Contract against the Seller.
There's no specific time under which the case will be resolved. But still, at least it would take around a minimum of 4-5 months.
