Can an agreement signed owner contest elections

Can a purchaser of a flat who had signed only sale agreement, but
not registered, nominate in an association election?. He is a tenant in another block of the community. He is going to register his property. Is he elegible for contesting in association election? There is no such reference in bye law the association has. Could his nomination be acceptable since, there is no such reference noted in bye law? Please explain.
A.Sir for this you have to write a letter to the society authority board and ask the same, and refuge answer if it's not even in the by laws.
