Built house on father's property - Who will be the owner

My father bought land and I built house on that land with my personal expenses, now father is no more and I have a sister, then who will be the owner of that property, because there is no 'will' made by my father, I if have to share property how much I have to pay my sister ,should I have pay 1/3 of the total building cost or or 1/3 land value today

As it was your father's property so there is equal shares of her. You can go to the Tahsildar office and divide it. And if she says she doesn't need the property and just the amount then you can give her the value of the property accordingly.

It is implied that the site on which you have constructed house was freely given by your father by way of oral gift (implied). As such you need not give any to your sister or anybody. Let her file a suit and Court will decide the matter. Possession is 9 points in Law.
