- Send him a legal notice with the help of a lawyer.

If you want to collect your 'rent' you have already paid, then I don't think anybody would agree because rent is something you agree mutually and pay. But if you are talking about the deposit that you pay initially, you can definitely claim it back.
Do not vacate unless he pays you the deposit. You can file a police complaint in the nearby station or you can also file a civil suit for recovery of the same. Please consult a civil lawyer to send him a notice.

There is always a clause in the agreement that states which and what amounts are refundable and what are not. Booking fee, registration fee, admission fee, etc are generally non-refundable.
However, it is advisable to talk to the authorities and understand as to why are they not refunding the said amount when you did not avail any of their services. Or you can proceed legally by registering a case in the Consumer Court for the refund of your costs.
