If your reporting manger has accepted the resignation and you have already served the notice period of 60 days as per the terms of the employment offer then what HR is doing is not legal and absolutely wring in its part.
In my opinion you can send the HR a legal notice for this act and seek an early relieve as possible.

Its common sense that one should not accept funds from someone else's company as that is not legal and fund/salary should be credited to the account of the employee only. Since the company has opened a PF account for you hence in the background verification it will show that you were employed and then the new company will ask you to get a relieving letter from the same.
You need to take care of that situation else the new company will terminate you after joining.
