A.Blackmailing is offences you didn't mention your concers then only I can assume whether it is or not.
Example , A is advocate and B is claint, if B have to pay A's fee. If B make default A will demand his fee some it will feel as a blackmail.

File a complaint with the Bar Council of India under S.35 of the Advocates Act. You can approach the police with a complaint against the lawyer for extortion under S.383 IPC.
