A.In each and every case whether registered or unregistered, legal divorce can be given by the Family Court only. Be informed that divorce cannot be made before notary.

A.Sir
Your question is not clear. There is nothing as such notary marriage. If it is on paper and not registered without any Arya Samaj mandir or ritual marraige it itself is void

A.Dear Sir, It is not a valid marriage if it is not done as per social norms or registered with Registrar of Marriage, so she may file a case in court to declare the marriage as void and can even do second marriage. So if you do not want a divorce to try to settle issues out of court amicably, treat her well, and first, get the marriage registered. But consultation is required to give accurate advice as you have shared very less information.
Regards.
