A. Send them a legal notice asking the to return the amount. If they don't then you can file a case in consumer forum. Or you can also initiate an ODR- Online Dispute Resolution on Vidhi Samaadhaan through VCDR.

But institute can not hold refund. It will not refund completely but you will get refund.
