claiming full fees while dropping out

i am a second year student in a deemed University. i have paid the fees for the second year but now I wish to drop out. but the college are demanding full three year fees in order to give me my tc. am

The college does not have any legal right to ask you for the full fees. You can send the college authorities a legal notice and threaten to proceed with further legal action if they do not abide.

One time maintenance - double payment issue

I have paid one time maintenance to builder in 2019 & now builder is declared as bankrupt, he is having financial crisis.. so project is still under process, we have got possession by 2018 only.. now

You need to understand here that the society is not at fault but the builder is and when you all start living the society then you need funds to run the maintenance of the society and hence you all should pay. Whatever you have paid to the builder you can file a case against him to seek your money back but logically speaking the society has not received any money from you.

If you have his address or email id then you can send him a legal notice through a lawyer to recover your due amount plus what ever you want to legally get from him. Going froward you need to have agreements in place any future transactions.

Refund of fee from calss

Can I ask for refund after attending 3 months of class in 2 years of course by coaching institute due to health issue?

if you are not continuing the classes then you can formally inform the coaching institute and ask for the refund of the fee after deducting the proportionate fee and may be some penalty/ If they do not budge then send them a legal notice. Remember to have everything documented so that you can take legal action if required.

Transfer of a debt is a concept which is purely not allowed but can be done so depending on certain facts and circumstances plus the legal position of the person who is inheriting the property. If there was a writ petition filed at the Hon'ble Calcutta High court then it was required to be pursued to get to the end of the matter.
