First try to collect video recordings of such leakage and then approach expert engineers and get expert Civil report on the quality of building constructions and in the report let the expert make it clear as to whether it can be repaired if so at what cost. Then approach Civil Court or Consumer Court to get compensation.

You may approach the Department of College Education / Education Dept. of your state or the Secretary of Higher Education of the state. If the issue is not resolved you can file a complaint under the Consumer Protection Act as "students" also come under the scope 'consumers' as giving education is recognized as a service under the Act.
