You serve upon then legal notice and ask for detail reason for not paying your dues. They cannot adjust your dues or simply sit on it without giving you written intimation /demand/communication etc.
After that you can proceed with legal recourse with compensation.

This is clearly an agreement in restraint of trade. As such, it is void under Section 27 of the Indian Contract Act.

Under law, it is mandatory to serve notice before resignation, unless your employer has waived this requirement. You can serve one month's notice, and then forfeit your salary for the other month in lieu of this notice. You will then be free to take up employment elsewhere.
