A. Submitting an application for NOC is fine sir. No problem in that. Employer in govt sector have the prerogative to either issue or decline to issue. So better to approach amicably and get an NOC for desired purpose.

A. You should proceed legally against them for wrongful termination, it is advisable that you send them a legal notice demanding to release your salary. You should also return the company laptop since it is the property of the company but you are entitled to get your salary and dues cleared by the company.
